(A) The developer shall provide necessary off site storm drainage facilities, including rights-of- way or easements, as may be required by the county or the Planning and Zoning Commission.
(B) When a Public Works Agreement (PWA) or other agreement or indenture is required by the Planning and Zoning Commission to guarantee the completion of improvements, the agreement or indenture shall be submitted and approved prior to recordation of any final plat.
(C) The owner may be required to contribute to a fund to be used to upgrade the transportation facility which is determined to be inadequate on a basis that prorates the effect of the development on the transportation facility.
