(A) Violations and penalties. Violation of any provision of this chapter, with the exception of § 94.034, shall constitute a misdemeanor and shall be punishable by a fine not to exceed $1,000 or imprisonment not to exceed six months in the Carroll County Detention Center.

(B) Parking violations.
(1) Fine and costs. Violation of § 94.034 shall be punishable by a fine of $25. The fine imposed shall be in addition to the costs set forth in Md. Code, Courts and Judicial Proceedings Article, § 7-301.
(2) Collection of fines. All fines imposed for parking violations shall be payable within 30 days after receipt of the citation to the County Commissioners, Tax Collections Office, 225 North Center Street, Westminster, Maryland, 21157.
(3) Election to stand trial.
(a) A person who receives a parking citation may elect to stand trial by filing a notice of intent to stand trial, at least five days prior to the date of final payment set forth on the citation.
(b) If the person making the election to stand trial requires the presence, at trial, of the officer issuing the citation, he or she shall notify the County Commissioners at the time the notice of intention to stand trial is given. Otherwise, the citation shall be prima facie evidence of the offense and the defendant’s guilt, subject to rebuttal.
(4) Withholding of registrations of parking violators. The Motor Vehicle Administration shall be notified to withhold registration or transfer of registration of any vehicle involved in a parking violation if the person receiving the citation has failed to either:
(a) Pay the fine by the date of payment;
(b) File a notice of intent to stand trial within the time allowed; or
(c) Appear for trial after filing a notice of intent to stand trial.
