(A) Regulated. No person in a park shall picnic or lunch in a nondesignated area. Attendants shall have the authority to regulate picnicking in such areas when necessary to prevent congestion and to secure the maximum use for the comfort and convenience of all. Visitors shall comply with any directions given to achieve this end.
(B) Availability. No person in a park shall reserve or attempt to reserve for future use individual fireplaces, tables, or benches, except pursuant to a reservation procedure established by the Manager. In general, the rule of first come, first served shall control.
(C) Nonexclusiveness. No person in a park shall use any portion of the picnic areas or any of the park buildings or structures for the purpose of holding picnics to the exclusion of other persons, nor shall any person use picnic areas and facilities for an unreasonable time if the facilities are crowded. Excepted from this limitation is any park area designated an exclusive area by the Manager and for which the Manager has issued a permit for exclusive use for a specific person, period of time, and boundary. The Manager of each park may issue rules pertaining to application for an exclusive use permit.
(D) Duty of picnicker. No person in a park shall leave a picnic area before the fire is completely extinguished and before all trash in the nature of boxes, papers, cans, bottles, garbage, and other refuse is placed in the trash receptacles provided. If no trash receptacles are available, refuse and trash shall be carried away from the park area by the picnicker to be properly disposed of elsewhere.
