§ 92.020 EMERGENCY PROCEDURE.
   In the event of an emergency arising whereby, in the interest of the public safety and welfare or in the interest of protection of property, an excavation or partial obstruction of traffic is required and no permit has been issued, then such excavation or partial obstruction is not deemed unlawful; provided that the person doing the excavation or partial obstruction shall, as soon as possible, report same to the County Commissioners, not later than the next working day, securing the permit therefor and showing evidence of insurance as required under § 92.019 in order to obtain the permit. It shall be the sole responsibility of the person doing such an excavation or partial obstruction to establish the existence of such an emergency.
