All matters pertaining to the construction, alteration, and repair of roads, highways and storm drains shall be performed and conducted in accordance with the Carroll County Bureau of Roads Operators’ General Specifications and Standards for Highways and State, Design Manual Volume 1, Roads and Storm Drains, as approved by the County Commissioners and adopted on April 14, 1994, as from time to time amended (hereinafter “Manual”), and the County Commissioners hereby adopt said Manual by reference and incorporate the same herein as if fully set forth herein.
