The Motor Vehicle Administration shall be notified to withhold registration or transfer of registration of any vehicle involved in a parking violation if the person receiving the citation has failed to either:
(A) Pay the fine by the date of payment;
(B) File a notice of intent to stand trial within the time allowed; or
(C) Appear for trial after filing a notice of intent to stand trial.
