The county is hereby authorized to establish by resolution a system of fees, charges and penalties for the administration of this subchapter and the operation of any facility for the disposal of septage in the county. Fees, charges, or penalties established hereunder may be changed whenever the county deems it necessary to do so. Any bills or invoices issued pursuant to any section of this subchapter shall be paid to the county upon receipt. Any bill or invoice that remains outstanding 30 days after issuance shall be considered in arrears, and the County Attorney shall take any legal action necessary to collect the arrearage.
