For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRAINAGE WAY. Any drainage easement, right-of-way, channel, stream, creek, swale, ditch or other facility which the general public or the town has a right or interest for stormwater drainage purposes, which conveys surface stormwater runoff throughout the town, except that roadside ditches shall be considered as an integral component of street operation and maintenance and not a drainage way.
