The fee for a permit to allow the use described in § 30.015 shall be $25 annually; provided, however, that whenever, in the opinion of the General Manager, a special situation occurs wherein said fee is insufficient to cover the cost of providing said service, including, but not limited to, extraordinary discharges or discharges prior to obtaining such a permit, the General Manager may determine that the cost to the District is in excess of the established fee and may then increase the cost of the fee to an amount not more than four times the established fee.
