A quorum shall be composed of three members of the Board and shall have full authority to act as a board, provided that three affirmative votes shall be required for the passage and adoption of any ordinance or resolution for the engagement and termination of the services of any individual, company or corporation, or for entering into or terminating any contract, or for the approval of any bill for services rendered or materials furnished, or for approving the purchase of any services or materials.
