The enforcement mechanisms available to the District for violations of the provisions of this chapter, applicable District resolutions and permit or permit contract provisions include the following:
(A) Informal administrative action (including notice of violations and warning notices);
(B) Administrative orders;
(C) Institution of sampling and evaluation programs, enforcement compliance schedule agreements and related administrative orders;
(D) Assessment of charges for obstruction or damage to District facilities or operations;
(E) Suspension or termination of services;
(F) Administrative complaints for administrative civil penalties;
(G) Civil action; and
(H) Criminal action
