§ 35.004 MINISTERIAL PERMIT ISSUANCE.
   The Board of Directors determined that the issuance of wastewater discharge permits, pursuant to the provisions of this chapter, is a ministerial act. For the purposes of this chapter, a MINISTERIAL ACT is defined as one that is performed according to the statutes, legal authority and established procedures or instructions as per the standards established and set forth in this chapter.
