This approval is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be stated with certainty that adoption of the standards set out in this subchapter is not an activity that may have a significant effect on the environment, and, therefore, is not subject to CEQA (CEQA Guidelines, § 15601(b)(3)).
