(a) All construction and testing shall be completed in the presence of and with the approval of an inspector of the Department of Service.
(b) All materials and workmanship shall comply with the "Specifications of the Department of Service," as provided for in Section 1042.05.
(c) If the Department determines that any work is improper, it may order all work stopped. Work shall not proceed until the owner has received written permission from the Department to do so.
(d) All expenses associated with inspection and testing of proposed water and/or sanitary sewerage improvements shall be borne by the owner. Monthly invoices for expenses incurred by the Department for such inspection and testing shall be rendered and shall be payable within thirty days of the date of such invoices.
