1042.05 CONSTRUCTION.
   (a)   Design, materials and workmanship shall conform in all respects to the "Specifications of the Department of Service," which shall be considered as minimum specifications. Whenever these provisions are different from requirements of other lawfully adopted regulations, the more restrictive rule or higher standard shall prevail. If the proposed improvements are to be constructed by contract, the contract shall contain this stipulation.
   (b)   All construction shall be performed in the presence of an inspector authorized by the Sanitary Engineer. The cost for all such inspection shall be borne solely by the owner.
    (c)   At least seven days prior to the proposed starting date, the owner or his or her contractor shall submit a request, in writing, for permission to start construction. If all the necessary procedures have been followed and the necessary inspection has been scheduled, a reply will be issued by the Department authorizing the initiation of construction.
   (d)   If the Sanitary Engineer has written proof or evidence that any such work is being improperly performed, he or she may order all work stopped. The owner or his or her contractor shall thereupon cease construction and shall not resume it until authorized, in writing, by the Sanitary Engineer to do so.
   (e)   Before receiving a permit for any work requiring excavation in any street, highway or road right-of-way, the person desiring to make such excavation shall obtain from the proper authority the required permit for such work and shall agree to comply with all requirements of the authority issuing such permit. If no street cut permit is required by the authority having jurisdiction over a particular street or highway, a written statement to that effect must be obtained from such authority.
   (f)   No provision of these Water and Sewer Regulations shall be so construed as to relieve the owner of the responsibility to furnish all private engineering, surveying and inspection services that are necessary in connection with improvements.
   (g)   Council hereby expressly disclaims any responsibility for the accuracy or completeness of any information given by any employee of the Municipality in regard to existing structures.
