All sewerage service shall be discontinued without further notice if charges for such service are not paid within thirty days after the rendition of the bill therefor. The Director of Finance is hereby authorized and directed to take whatever steps are necessary to discontinue such service, including, but not limited to, engaging the services of a back hoe operator, plumbing or sewer contractor or other personnel needed to discontinue such service. All charges and costs incurred by reason of such discontinuance of service shall constitute a lien on the property in the same manner as do delinquent charges for such service.
