(a) Owners of property shall be held responsible for water used and wastewater discharged from their premises. The owner shall be responsible for payment. No separate agreement between an owner of property and any other agent or designate shall be construed to mitigate the owner's responsibility for the payment. Account delinquency shall be just cause for terminating services which will be resumed only upon full payment of delinquent charges. Responsibility for payment of delinquent charges to the property rests with the current property owner.
(b) It is the responsibility of the prospective property owner to inquire as to possible delinquent charges which may be assumed upon ownership. This information will be given upon request to the Department of Service.
