1040.02 SEWER SERVICE CHARGES.
   (a)   Sanitary sewer service charges will be billed for any building, enterprise or residence to which sewer service is available and which is discharging sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary sewerage system.
   (b)   The sewer rates shall be in accordance with the rates established by Council for the area served. Any building not connected to the sanitary sewer within the specified length of time after the availability of the sanitary sewer shall receive a monthly minimum bill. This shall apply only in areas where revenue bonds are issued for the construction of sanitary sewers. Sewer service charges and associated billing charges are provided for in Chapter 206.
   (c)   The sewer service charge shall be based upon the metered rate of water usage or upon the minimum monthly rate, whichever is greater. However, to allow for water consumption which is not ultimately discharged into the sanitary sewerage system, a maximum sewer service charge shall be established for single family residential consumers only on an individual basis for the summer months. The maximum charge shall be 125 percent of the average water consumption for the four billing periods from November through June. Each consumer's maximum charge may differ and shall be adjusted annually. For new service established during or after the winter base period, for which only one or two meter readings have been obtained, an average maximum charge for the area will be calculated and applied for the initial summer period.
   (d)   Sewer service charges for consumers not served by a metered water supply shall be established on a case by case basis at a flat rate which will correspond to the average quantity of wastewater discharged into the sewerage system by comparable consumers of the area with metered water service. This charge shall include sufficient amounts necessary for, but not limited to, debt retirement on the system, maintenance, operation of the system and payment of those items necessary for the proper functioning of the system.
