373.11 REGISTRATION AND LICENSING OF BICYCLES.
   (a)   Every resident of the Municipality who owns or operates a bicycle which is operated on the public streets and alleys of such Municipality shall cause to be filed by mail, or otherwise, to the Fiscal Officer an application for registration, a brief description of such bicycle, including the name of the bicycle or the name of the manufacturer of the bicycle, its color, number or such other information as may be necessary for the proper identification of such bicycle, together with the name, age and address of the owner.

   (b)   Each person registering any bicycle shall pay a license fee of one dollar ($1.00) to the Fiscal Officer in return for which such person shall receive a registration card and a license plate or tag, which plate or tag shall be fastened upon or attached to the bicycle described in the application.

   (c)   The registration number assigned to such bicycle shall continue and be in force for the period that the bicycle is in the ownership of the individual so named in the application.

   (d)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
