The provisions of the State Traffic Code as contained in Ohio R.C. Chapters 4511 and 4513 do not prevent the Municipality from enacting local traffic regulations covering the following activities with respect to the streets and highways under local jurisdiction and within the reasonable exercise of the police power by the Municipality:
(a) Regulating the stopping, standing or parking of vehicles;
(b) Regulating traffic by means of police officers or traffic control devices;
(c) Regulating or prohibiting processions or assemblages on streets or highways;
(d) Designating particular streets as one-way streets and requiring that all vehicles thereon be moved in one specific direction;
(e) Regulating the speed of vehicles in public parks;
(f) Designating any street or highway as a through street or highway and requiring that all vehicles stop before entering or crossing the same, or designating any intersection as a stop intersection and requiring all vehicles to stop at one or more entrances to such intersection;
(g) Regulating or prohibiting vehicles from passing to the left of safety zones;
(h) Regulating the operation of bicycles and requiring the registration and licensing of same, including the requirements of a registration fee;
(i) Regulating the use of certain streets by vehicles.
No ordinance or regulation enacted under subsections (d), (e), (f), (g) or (i) of this section shall be effective until signs giving notice of such local traffic regulations are posted upon or at the entrance to the street or highway or part thereof affected, as may be most appropriate.

No traffic control signal shall be placed or maintained upon an extension of the State highway system within the Village without first obtaining the permission of the Ohio Director of Transportation. The Director may revoke such permission and may remove or require to be removed any traffic control signal which has been erected without his permission on an extension of a State highway within the Village, or which, if erected under a permit granted by the Director, does not conform to the State manual and specifications as required by Section 305.02, or which is not operated in accordance with the terms of the permit.

Except as otherwise provided, any person violating the rules and regulations promulgated in connection with this chapter is guilty of a misdemeanor which shall be classified as provided in Section 303.99.
(a) No Parking. No person shall park or cause any vehicle to be parked at any time on any of the following streets, or portions thereof, unless otherwise provided in this chapter:
On Vance Street between Dow Street and the intersection of Vance Street and the right of way of the A.C. and Y. Railroad.
On the Glen Avenue portion that extends southward from East South Street.
On the either side of Toledo Street from East Findlay Street to East North Street.
On the south side of West North Street from North Vance to North Muncie Street.
On the west side of South Patterson Street from East South Street southward to the corporate limits of the Municipality.
On the north side of East North Street from North Patterson Street to Toledo Street.
On the north side of West South Street from South Vance Street to West Street.

(b) Limited Parking. No person shall park a vehicle on the following streets, or parts thereof during the time indicated.
On North and South Vance Streets between Clay Street and North Street from 3:00 a.m. and 5:00 a.m.
On East and West Findlay Streets between South Patterson and 119 West Findlay Street from 3:00 a.m. and 5:00 a.m.
The following streets and alleys are limited in their use as follows:
The use of the public alley leading in a north-south direction between East Findlay Street and East South Street shall be used only for vehicles traveling in a northward direction from September 1 to May 31 between the hours of 8:00 a.m. and 4:00 p.m.
