1386.05 SERVICE OF NOTICE; POSTING SIGNS.
   (a)    Written notice pursuant to Section 1386.02 or Section 1386.04 shall be served on the Owner personally, or by certified mail, return receipt requested, addressed to the Owner at the last known place of residence as appearing in the records of the Village, or at the tax mailing address as indicated on the County tax duplicate, and by posting a copy of the notice in a conspicuous place on the structure or premises to which it relates.
(1)    If a notice mailed by certified mail is returned with an endorsement showing that the envelope was unclaimed, then the notice shall be mailed by ordinary mail to the address of record.
(2)    If a notice mailed by certified mail is returned with an endorsement showing failure of delivery, then a notice shall be published once a week for two consecutive weeks in a newspaper of general circulation in the County.
   The Zoning Inspector shall cause a certificate of service to be completed that shall set forth the name and address of the person served, the manner of service, and the date thereof.
   (b)    Notice by certified mail shall be effective on the date claimed as shown by the return receipt. Notice by ordinary mail, after certified mail is returned unclaimed, is effective three (3) days, excluding Saturdays, Sundays, and legal holidays, after mailing. Notice by publication is effective upon the second publication.
   (c)    Upon completing service of notice as provided in this paragraph, the Zoning Inspector shall post at each entrance to the subject building or structure a notice substantially in the following form:
DO NOT ENTER; UNSAFE BUILDING
BY ORDER OF VILLAGE OF CARDINGTON
   The Notice shall remain posted until the required repairs or demolition has been completed. No person shall remove the Notice before repair or demolition is complete. No person shall enter a posted building or structure until repair or demolition work is complete except law enforcement or other emergency services personnel performing their official duties or persons engaged in making the required repairs or in demolishing the building or structure.
