(a) The prices to be charged for water furnished by the Water Department to all consumers in the Village of Cardington, Ohio, effective beginning with the first regular billing cycle after May 1, 2023, are hereby fixed as follows:
(1) The base rate of $32.00 will be in effect;
(2) The metered rate will be:
$8.32 per 1000 gallons for the first 10,000
$8.32 per 1000 gallons above 10,000
(b) The prices to be charged for water furnished by the Water Department to all customers situated outside the corporate Village limits of the Village of Cardington, Ohio are hereby fixed at the same base rate charged to consumers situated in the Village of Cardington, Ohio plus 125% of usage charge per 1000 charged to consumers situated in the Village of Cardington, Ohio. Every person (which word as used herein includes any legal entity) who is a record owner of a fee or undivided fee interest, or who has a substantial possessory interest in a property served by the Village's water system shall be responsible for payment of the base rate even if the property is not currently occupied or consuming water.
(c) Bulk water rates are hereby established at twenty dollars ($20.00) per 1000 gallons.
(d) A ten percent (10%) late charge shall be assessed to all customers who fail to submit payment in full by the third business day of the month.
(e) Every household, housing unit, and apartment unit is required to pay the base rate. Apartment complexes, trailer parks, and multi-family units are required to pay the base rate for every individual unit, household, or apartment that is currently served by a connection to the Village water supply.
(f) Water Customers with meters larger than a one inch meter will pay as their base rate an amount equal to their applicable base rate set forth above times the size for every one inch of the meter. For example, a water customer with a two inch meter will pay as its base rate two times their applicable base rate above.
