The size of the district shall be controlled by the area of the property upon which the existing nonresidential structure and any existing parking is located. The NB district shall only extend beyond the limits of the property upon which the existing structure/parking area is located, with approval by a favorable vote of those council members present, but at least four (4) votes are required.
