15.2.17.2: ELIGIBLE PROPERTIES:
Those properties that contain a structure originally constructed for nonresidential purposes and any related parking that are located in a residentially zoned district, may apply for a rezoning to neighborhood business. Adjoining properties not associated with the nonresidential structure/parking area may be included in the NB district only upon approval by a favorable vote of two-thirds (2/3) of those council members present, but at least four (4) votes are required.
