The purpose of this district is to avoid hazards to persons and damage to property resulting from flooding and to comply with the rules and regulations of the national flood insurance program found at 44 CFR parts 59-78 (hereinafter referred to as NFIP rules and regulations) and which are hereby adopted by reference and filed in the office of the city clerk. The flood fringe district is an overlay district, identified on the official zoning map as flood fringe, the requirements of which district are in addition to requirements contained in the basic underlying district.
