ADMINISTRATIVE HEAD: The city manager of Carbondale.
CAPITAL OUTLAYS: All vehicles, equipment, and infrastructure of the city.
CITY: The city of Carbondale.
CITY COUNCIL: The council of the city of Carbondale.
CITY PURCHASING SPECIALIST: The purchasing specialist of the city of Carbondale, who shall be appointed by the city manager.
CONTRACTUAL SERVICES: Shall mean and include all telephone, gas, water, electric light, and power service; towel and cleaning service; insurance; leases for all grounds, buildings, office or other space required by the using agencies; and the rental, repair or maintenance of equipment, machinery and city owned property. The term shall not include professional and other contractual services which are in their nature unique and not subject to competition.
PERSONAL PROPERTY: Includes materials, objects, goods, chattels, effects and movable things, the ownership of which is held in right, title and interest by a particular person or entity.
SUPPLIES: Shall mean and include all supplies, materials, and noncapital equipment.
USING AGENCY: Any department, agency, commission, bureau, or other unit in the city government using supplies or procuring contractual services as provided for in this chapter. (Ord. 2012-20)
