15.1.5: MINIMUM REQUIREMENTS:
In the interpretation and application, the provisions of this title shall be held to the minimum requirements, shall be liberally constructed in favor of the city and shall not be deemed to be a limitation or repeal of any other power granted by the Illinois Compiled Statutes or article VII, section 6(a) of the constitution.
