1-6-2: DUTIES AND FUNCTION:
   A.   The director of finance reports directly to the city manager and has a functional responsibility to the city council as city treasurer. The director advises the city manager on fiscal policy and prepares financial analysis of operations for guidance by the city manager.
   B.   It shall be the duty of the director of finance:
      1.   To establish a double entry general ledger accounting system that conforms to the standards of the governmental accounting standards board (GASB) for generally accepted accounting principles (GAAP).
      2.   To supervise and coordinate the preparation of the annual city budget as directed by the city manager.
      3.   To prepare the annual property tax levy ordinance in time for enactment and filing as required by state law.
      4.   To prepare internal financial reports, forecast future financial position and budget requirements.
      5.   To manage and delegate authority for receipt, disbursement, banking protection, custody of funds, securities and financial instruments as required by the city's cash management system.
      6.   To direct and formulate internal financial controls for all city operations.
      7.   To develop policies and procedures for accounts receivable collection and extension of credit to customers.
      8.   To formulate strategies for issuing debt for short and long term financing of capital improvements and capital equipment.
      9.   To facilitate and coordinate the purchasing of expendable materials, supplies, services and capital outlays in accordance with this chapter.
      10.   To advise and coordinate risk management policies and loss control activities. (1998 Code)
