14-1-1: GENERAL PURPOSES:
The provisions of this Title shall be construed in accordance with the general purposes hereof, to:
   A.   Forbid and prevent the commission of offenses;
   B.   Define adequately the act which constitutes each offense; and
   C.   Prescribe penalties for offenses. (Ord. 97-118)
14-1-2: CIVIL REMEDIES PERCEIVED:
This Title does not bar, suspend, or otherwise affect any right or liability to damages, penalty or forfeiture, or other remedy authorized by law to be recovered or enforced in a civil action, for any conduct which this code makes punishable, and the civil injury is not merged into the offense. 14-1-3: JURISDICTION:
A person is subject to prosecution under this Title for any offense he commits within the corporate limits of the City, or for any offense committed upon property owned or controlled by the City outside the corporate limits. (Ord. 97-118)
14-1-4: ATTEMPT:
A person commits an attempt when, with intent to commit a specific offense, he does any act which constitutes a substantial step toward the commission of that offense. (Ord. 97-118)
14-1-5: PARTIES TO AN OFFENSE:
Each person who commits, attempts, or conspires, or aids and abets in the commission of any act declared to be an offense, whether individually or in connection with one or more other persons, or as a principal, agent, or accessory, shall be guilty of such offense, and every person who falsely, fraudulently, forcibly or wilfully induces, causes, coerces, permits or directs another to violate any provision of this Code is guilty of such offense.
