Each owner and each person as manager, agent, tenant, or otherwise in control of any private property shall, at all times, maintain the premises free of litter. Provided, however, that this Section shall not prohibit the storage of litter in authorized private receptacles for collection or the placement of compostable waste in a backyard composting facility or the proper use of mulch as provided for in subsection 10-2-17C of this Chapter.
