9-1-10: DUTY TO ACCEPT PASSENGERS:
The driver of a taxicab or TNC vehicle shall accept as a passenger, any person who seeks to use the taxicab or TNC vehicle for hire, provided such person does not act in an alarming or disturbing manner or disturb the peace of another person.
