Every person who shall act within the city as agent or otherwise for or in behalf of any corporation, company or association as referred to in section 8-3-1 of this chapter shall, on or before July 15 of each year, render to the city clerk a full, true and just account, verified by affidavit, of all the premiums which shall have been received by such agent for fire insurance during the year ending July 1, preceding such report, in behalf of such corporation, company or association.
