1-4-18: IN SERVICE OR OTHER TRAINING:
In instances where training is approved by the city manager that will cost in excess of one thousand dollars ($1,000.00), the city manager shall have the authority to enter into a payback agreement with the employee who is to receive said training. The payback agreement shall take effect should the employee resign or be discharged for cause during a time period to be determined by the city manager and listed in the payback agreement, said time period not to exceed five (5) years. At that time, the employee shall be required to reimburse the city for a proportional share of the total cost of such training, such reimbursement cost to be computed by dividing the total cost of the training by the fraction represented by the amount of time left proportionally to the amount of employment time originally required for the completion of the agreement. The employee shall repay any sum of money that is due to the city within a period of time following the termination of employment as determined by the city manager and listed in the agreement. The total cost of the training shall include the training tuition, travel costs, room and board, and any other such costs as are determined appropriate by the city manager and listed in the agreement. Should the employee in question fail to enter into the agreement, the city manager may cancel the proposed training. The city manager shall have the authority to release an employee from a previously entered into payback agreement if, in his opinion, it would be in the best interest of the city to do so.
