No person shall remove or carry away, or wilfully, maliciously, or negligently break, deface, destroy or otherwise injure any marker, monument, mausoleum, tree, shrub, plant, vase, paling, fence, gate or other property, article or thing belonging to, or placed or erected in, any cemetery or private cemetery within or under control of the City, nor shall such person pluck any flowers therein, or trespass upon or maltreat any grave therein, or violate any of the established rules or regulations of the government thereof.
