If an attendant is not on duty at the tow truck operator's principal place of business twenty four (24) hours a day, seven (7) days a week, to return vehicles upon the payment of towing service charges, there shall be a sign prominently displayed containing a telephone number where the owner, manager or attendant of the tow truck service storage area may be reached at any time so that a towed vehicle may be reclaimed by its owner in a minimum amount of time, not to exceed two (2) hours.
