1-4-12: SUSPENSION, DEMOTION, DISMISSAL:
   A.   Suspension; Hearing: The City Manager or appointing authority designated by the City Manager may suspend any employee with or without pay for disciplinary purposes. No employee shall be suspended for more than thirty (30) days in any calendar year, except that extensions may be made pending any investigation or hearing. An employee shall be given written notice of the reasons for the suspension prior to such action. An opportunity for hearing shall be afforded the employee in accordance with procedures established by the personnel rules.
   B.   Demotion, Dismissal; Hearing: The City Manager or the appointing authority designated by the City Manager may demote or dismiss any employee whose work is unsatisfactory. The employee shall be given written notice of the reasons for such action and an opportunity for a hearing prior to such action becoming effective. Nothing in this section shall be construed to prevent the City Manager from suspending an employee prior to a hearing concerning the dismissal of that employee. Hearings shall be conducted in accordance with procedures established by the personnel rules. (1998 Code)
