The City Manager shall give the employees the opportunity to make suggestions and recommendations concerning the classification and pay plans. After receiving such suggestions and recommendations the City Manager shall review this information and shall make such modifications as he believes proper and submit the plan to the City Council. The City Council shall adopt such plan as presented or as amended by resolution within thirty (30) days. The plans may be amended from time to time in the same manner as they were adopted. Nothing herein shall be construed to interfere with collective bargaining agreements relative to salary rates. (Ord. 1436 § 11)
