The City Manager and the Personnel Board may propose nonunion personnel rules and regulations and amendments thereto, which shall become effective only upon approval by the City Council after being considered by the Personnel Board. Nonunion personnel rules and regulations adopted under this Section may be adopted by reference, with a copy thereof maintained in the offices of the City Clerk and the Human Resources Manager of the City with copies thereof made available to the employees of the City upon request.
