1-4-4: ORGANIZATION; HUMAN RESOURCES MANAGER:
The City Manager may appoint a Human Resources Manager who shall be responsible for administration and technical direction of the City personnel program. The Human Resources Manager shall:
   A.   Administer, under the direction of the City Manager, the personnel program as set forth in this Chapter and the personnel rules.
   B.   Perform duties necessary to the effective administration of the personnel system.
   C.   Recommend to the City Manager rules and revisions and amendments thereto for the consideration of the City Council.
   D.   Recommend to the City Manager a position classification plan for approval by Council, and install and maintain such a plan.
   E.   Prepare and recommend to the City Manager a pay plan for all City employees.
   F.   Establish and maintain a roster of all persons in the Municipal service setting forth each officer and employee, class title of his position, salary, and other pertinent data.
   G.   Develop and administer recruiting and examining programs necessary to obtain an adequate supply of competent applicants to meet the needs of the City.
   H.   Be responsible for certification of all payrolls.
   I.   Develop and coordinate employee training and educational programs.
   J.   Investigate periodically the operation and effect to the personnel provisions of this Chapter and the rules.
   K.   Perform such other duties as may be assigned by the City Manager not inconsistent with this Chapter. (Ord. 1436 § 4)
