1-4-3: ORGANIZATION; CITY MANAGER:
   A.   Basic Responsibility: The City Manager shall have the basic responsibility for administration of this chapter and the City's Personnel Program. Those responsibilities shall be administered in accordance with this chapter and include:
      1.   Effective personnel administration.
      2.   Appointment, removal, suspension and discipline of City employees covered hereunder in this Chapter.
      3.   Establishment of employee numbers, duties and compensation subject to the approval of the City Council and budget limitations.
      4.   Performance and exercise of such other duties and powers, including negotiations with organized groups of employees as may be prescribed by law.
   B.   Delegate Duties: The City Manager may delegate specific duties to a Human Resources Manager or other appropriate subordinates. (Ord. 1436 § 3)
