It shall be unlawful for any person to engage in, or carry on any business, occupation or pursuit for which a license or permit is required by the provisions of this title within the jurisdiction of the city, without first obtaining a license or permit in accordance with the provisions of this title. Applications for all licenses and permits required by ordinance shall be made in writing to the city clerk in the absence of a provision to the contrary. (Ord. 98-41)
