4-8-1: ADOPTION OF ENERGY EFFICIENCY CODE:
   A.   Code Adopted: The City hereby adopts that certain Energy Code known as the ASHRAE 90-75, which Code is approved by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers, Inc., except for such portions thereof as are specifically hereinafter, deleted, modified, or amended.
   B.   Code On File: Three (3) copies of said ASHRAE 90-75, including all amendments made by this Section shall be kept on file in the office of the City Clerk, and the same are hereby adopted and incorporated by this Chapter as fully as if set out in length herein, and the provisions hereof including all amendments shall be controlling within the jurisdiction of the City from and after January 1, 1981.
   C.   Modifications And Additions: That said ASHRAE 90-75, be and is hereby modified by the following addition:
      1.   That Section 2.1.1 of said ASHRAE 90-75, be and is hereby modified by the following addition:
This Standard does not apply to new buildings or new additions to existing buildings classified as Type A-1, said classification being residential dwelling units not exceeding 35 feet in height and which classification of Type A-1 does not include mobile homes.
      2.   That Section 4.5.3.1 of said ASHRAE 90-75, be and is hereby modified and shall read as follows:
Section 4.5.3.1 Windows (ANSI A134.1; NWMA IS-2 MEMA 1-71). Windows shall be designed to limit air leakage; the air infiltration rate shall not exceed .30 ft. 3/min. per foot (.462 cm 3/s per meter) of sash crack. (See 4.5.1).
      3.   That Section 4.5.3.3 of said ASHRAE 90-75, be and is hereby modified to read as follows:
Section 4.5.3.3 Entrance Swinging Doors for Residential Use (Residential use only as a means of egress or ingress to living units) (MHMA 3-7415). Entrance swinging doors used for egress or ingress from residential living units shall be designed to limit air leakage; the air infiltration rate shall not exceed .1 ft3/s per square meter) or door area.
