4-2-1: ADOPTION OF ILLINOIS STATE PLUMBING CODE AND ADDITIONAL REQUIREMENTS:
   A.   Code Adopted By Reference: The Illinois state plumbing code in its most current edition, as established from time to time, hereinafter referred to as "code", is adopted by reference. All plumbing work shall be altered, repaired or installed in accordance with this code.
   B.   Valve Installation: A sanitary lateral check valve shall be installed in the main building drain in all new construction; or remodeling or repairs that affect the main building drain, within the city of Carbondale. Sanitary lateral check valves shall be installed in the building drain to prevent backflow into the building, where backflow of sewage could occur. The valves shall be installed in a manner that makes it readily available for maintenance or replacement. The sanitary lateral check valve shall have at least the same capacity of the building drain it is installed into. All check valves shall conform to ASME/ANSI A112.14.1-1975 (R1990) in accordance with the Illinois plumbing code. All check valves shall be located on private property not on a city easement or right of way and maintained solely by the property owner.
   C.   Waiver Releasing City From Liability: In the event the owner(s) of a building chooses not to install a sanitary sewer lateral check valve as required in subsection B of this section, a waiver shall be submitted releasing the city from any liability should a problem occur in the future as a result of sewer surcharge and backups that may occur.
