4-16-7: OBLIGATION TO REGISTER VACANT BUILDINGS AND REGISTRATION REQUIREMENTS:
   A.   An owner of any vacant building shall within thirty (30) days after the building becomes vacant, or within thirty (30) days after the effective date of this article, whichever is later, file a registration form for each such building with the Building and Neighborhood Services Division on a form provided by the City and verify that said property meets the requirements of this section.
   B.   The registration statement required by this article shall include the name, street address (a post office box is not an acceptable address), email address, and telephone number of a person designated by the owner, as the authorized agent for receiving notices of code violations and for receiving process in any court proceeding or administrative enforcement proceeding on behalf of such owner in connection with the enforcement of this Code. Said person must reside or maintain an office in Jackson County, or a surrounding county touching Jackson County, Illinois, those being: Union, Williamson, Randolph, Franklin or Perry County, Illinois. Individual property owners who reside in one of the above listed counties may designate themselves as Agent.
   C.   By designating an authorized agent pursuant to this section, the owner consents to receive any and all notices of code violations concerning the registered building and all process in any court proceeding or administrative enforcement proceeding brought to enforce this code concerning the registered building by service of the notice or process on the authorized agent.
   D.   Any owner who fails to register a vacant building under the provisions of this Chapter shall further be deemed to consent to receive, by posting at the building, any and all notices of code violations and all process in an administrative proceeding brought to enforce code provisions concerning the building.
   E.   A registration for a vacant building shall be valid for a period of one (1) year from the date of registration. There is no fee to register a vacant building. (Ord. 2022-33; amd. Ord. 2022-37, 10-25-2022)
