4-16-4: OWNER RESPONSIBILITY TO SECURE A VACANT BUILDING:
   A.   An owner of any vacant building shall secure said building, to the extent to meet the definition of a secured building within this Chapter, within thirty (30) days of the building becoming vacant for purposes of prohibiting entry by unauthorized persons and maintain the building in a secure and closed condition until the building is no longer a vacant building as defined herein. The owner shall, as needed, provide additional security in the event of increased danger to human life or the public welfare and shall maintain the premises so as to not appear vacant, such as not allowing an accumulation of newspapers, packages, mail, or other items; not keeping lawn mowed and any landscaping overgrowth maintained; or not completing any other routine maintenance items that would suggest that the property is vacant or abandoned.
   B.   If a vacant building is in violation of any other part of the Carbondale Revised Code the City of Carbondale may require an owner of a vacant building to secure openings by fully covering them with plywood or oriented strand board “OSB” with a minimum of 7/16 inch thickness to be painted white or a matching color of the exterior finish, from the interior or exterior of the building, for the purpose of preventing access or damage to the building or its components, and to affix “No Trespassing” signs to the front and back of the building in a position where they cannot be easily removed.
