The purpose of this title is to promote the public health, safety, and general welfare of the citizens of the city and to ensure the humane treatment of animals by regulating the care and control of animals within the city, by guarding against annoyance and injury caused by animals, to protect animals from neglect and abuse, to license animals which have a tendency to run at large, to discourage the unnecessarily excessive multiplication of animals, and to license domestic animals which have the propensity to become rabid.
