At least three (3) copies of all statutes, codes, technical codes, public records and other matters adopted by reference, in whole or in part or as modified in this code, have for more than thirty (30) days last past prior to the adoption of this code been, now are and hereafter shall be filed in the office of the city clerk and there kept on file and available for public use, inspection and examination.
