Any cable communications system shall include an emergency alert capability which shall permit the City Manager or the City Manager's designated representative to override the audio on all television channels and FM signals simultaneously, in accordance with FCC regulations, in the case of public emergencies as determined by the Mayor or City Manager. The operator shall designate a channel which will be used for such emergency broadcasts and such designation shall be included in any agreement awarding a franchise in accordance herewith.
