A. Any agreement awarding a franchise to operate a cable communications system in accordance herewith shall apply to its operation throughout the City's corporate limits as now or in the future may exist.
B. The cable operator shall endeavor to offer cable communications service to all residents of the City. To the extent that the cable operator intends not to provide service to any specific area, street, building or other location, the cable operator shall designate them and clearly indicate in its proposal to enter into an agreement for a franchise the reasons for its inability to provide service in the enumerated locations.
