19-1-6: INFORMATION AND TELECOMMUNICATIONS COMMISSION:
   A.   There shall be a body known as the Carbondale Information and Telecommunications Commission, hereinafter "the Commission", which shall act solely as an advisory body to the Council with regard to the best use of the cable communications system in the City. In its advisory capacity, the Commission shall endeavor to promote and develop the best use by the community of the cable communications system. (Ord. 90-85; Ord. 98-06)
   B.   The Commission shall be composed of seven (7) members, appointed by the Mayor, with the consent of the City Council.
   C.   The members of the Commission shall be appointed on the following basis:
      1.   One Southern Illinois University student;
      2.   One representative from the office of the president of Southern Illinois University;
      3.   One representative from the School of Communications of Southern Illinois University;
      4.   Three (3) other citizens of the City, selected at large, who are subscribers to cablevision.
   D.   A member shall be deemed to have resigned from the Commission when the member no longer resides in the City or no longer subscribes to cablevision, or when the member ceases to meet the requirements as set forth in subsection C hereinabove.
   E.   In addition to the membership of the Commission as set forth hereinabove, one Council person, designated by the Mayor, shall serve as a nonvoting member.
   F.   Any action taken by the Commission shall require the concurrence of a simple majority of the Commission members present and voting. (Ord. 90-85)
   G.   The Commission shall have such specific functions as provided in Title 1, Chapter 14, Article E of this Code. (Ord. 98-06)
